She's a smuggler, but she's doing it for an actual reason, not just 'whee, want credits and adventure!'.
Basically, when she was younger, she had an interest in and aptitude for 'outsider' related things, which was cultivated due to it potentially proving useful to the Ascendancy. So as she got older and prior to being sent out, she was given training in how those of the 'underworld' were prone to fight to get that thing into reflex so she'd default to that instead of the training she was given as a matter of course--to save her original training for 'in case of actual emergency', basically--and training in actually emoting more than the Chiss are prone to do to help make her more approachable/personable to humans/et al to make her job easier.
Then she was given a Corellian freighter that had been quietly bought and stripped of its previous history/identifiers, given a new one and whatever upgrades it needed and was sent off to basically infiltrate the smuggling portion of the said underworld. Build up contacts and such so that if anything important that should be known comes up, she can relay the info back.
The lone smugglers like she's being, aren't the priority, being small fry. Local law enforcement of whatever planets could handle them. It's the bigger ones who might potentially become problems that were the concern. Smuggling rings/organizations who might evolve into piracy or gangs of the like of Black Sun.
Plus, y'know. Some probably get earmarked as potentially useful somewhere down the line.
So basically, her house was kind of more or less law enforcement, but not precisely. That's just the explanation she'd go with as being the closest to what they were that someone not one of them would understand.
